Public participation begins for landmark Green Point mixed-use development

The statutory Public Participation Process (PPP) has begun for the proposed mixed-use development planned on prime land in Green Point, Cape Town.

The City of Cape Town invites residents, stakeholders, and businesses to participate in the PPP for the proposed mixed-use development on prime City-owned land located at Erf 2187, 1 Three Anchor Bay Road, Green Point.
 
The City’s Council approved the initiation of the PPP on 5 December 2024, and the official launch followed on 7 February 2025. To date, the project has benefited from a number of non-statutory public engagements aimed at gathering early public input to help shape the conceptual design and planning process. Additional engagements of this nature are planned for the third quarter of 2025. The process has now formally entered the statutory public participation phase in terms of the Municipal Asset Transfer Regulations, Regulation 6, and the City is calling for comments on the proposed sale of the site from 25 July to 25 August 2025.
 
The project is being led by the Economic Growth Directorate and forms part of the City's broader strategic intent to unlock the value of underutilised municipal land to promote inclusive, sustainable urban growth.
 
Strategically located along the Atlantic Seaboard, the site lies within walking distance of prominent destinations such as the Sea Point Promenade, DHL Stadium, Green Point Urban Park, and the V&A Waterfront. Its proximity to key transport routes makes it well-suited for urban intensification in line with the City’s Transit-Oriented Development (TOD) strategy.
 
In terms of the Municipal Spatial Development Framework (MSDF), the site is situated within the Urban Inner Core, an area earmarked for land use intensification, including higher-density and mixed-use development that promotes compact, inclusive, and sustainable growth.
 
The City is committed to partnering with the public to help drive economic and socio-economic benefits while increasing affordable housing in the area to the benefit of Cape Town. As part of the feasibility process, the potential inclusion of a housing component, including options that are market-related and responsive to local socio-economic conditions, will be explored. This will be guided by detailed property market and socio-economic studies to ensure alignment with the City’s spatial justice and economic development objectives.
 
The City intends to retain existing community amenities such as the library and civic hall on the site, but the ultimate form and location of these service points will be considered based on the outcome of the specialist studies. The City is engaging the tenants in this regard. All existing use rights to the site are due to expire by September 2025.

Key advantages of the proposed redevelopment include:

  • The property offers a unique chance to capitalise on the Atlantic Seaboard's appeal through a high-density mixed-use urban development.
  • The project will enhance the existing Sea Point Main Road and Helen Suzman public transport routes where the City has invested in the MyCiti bus service.
  • The anticipated scale and value of the development will significantly increase the economic contribution to the City’s rates base over time and could generate significant development charge payments to assist with infrastructure delivery.

 
‘By unlocking the potential of this well-located site, we aim to create a vibrant, inclusive, and economically productive urban space. This project is a key step toward sustainable urban growth and better use of City-owned assets,’ said Alderman James Vos, the City’s Mayoral Committee Member for Economic Growth.
 
Public engagement to date:
The PPP consists of four key phases to ensure community input is integrated throughout the proposed development. Phase 2 is currently being undertaken.

  • Phase 1 (Feb - Jul 2025) involved non-statutory engagement, including pre-registration of over 500 stakeholders, public information sessions and the development of a contextual framework.
  • Phase 2 (25 Jul - 25 Aug 2025) marks the formal 30-day comment period in terms of Section 17 of the Municipal Systems Act.
  • Phase 3 (from Jul 2025) will focus on co-developing a draft mixed-use concept through design workshops with registered stakeholders.
  • Phase 4 (from Feb 2026) will involve statutory applications and formal participation processes in line with NEMA and the Municipal Planning By-Law, which may take up to 24 months.

 
Some of the issues raised during these engagements:

  • Heritage and future land use concerns, which include visual impact.
  • Impact on surrounding property values.
  • Increasing traffic congestion.
  • Engineering services availability and capacity to address future needs.
  • Integration of affordable housing.
  • Public land and community services.
